LA City Attorneys Reject CAO’s Contract Proposal & SEIU Interference

LACAA Vote Count Redux

On July 25th at 5:00 pm the Board of the LACAA  met Downtown in the Police Administration Building to hold one final vote count on the latest proposal by the City Administrative Officer regarding furloughs, retiree health care vesting, and although not on the ballot rejecting the interference of Julie Butcher Former SEIU 721 LA/OC Cities Director, Jule Bishop, and Juliann Anderson. I was happy to attend as a neutral observer broadcasting the event live.

Many Attorney’s were put off by the tactics and misinformation  spread by the two who started making wild claims in a desperate attempt at persuading their colleagues to vote in favor of major concessions.

In the first election on the contract givebacks the board seemed to take a position that the cuts faced by the attorneys they represent were severe, and far from the best interest of the members as a whole so the board voted against ratification to it’s members so they may  vote to Reject the deal.

Although the Board fulfilled it’s duties the second time around meeting, and bargaining with the CAO, the sentiment was clear this was  still a bad deal for City Attorney’s but this time no campaigning to secure a NO vote just the simple lack of endorsement was all that was needed by members of the LACAA to Reject the deal by nearly 62% of the voters.

Oscar Winslow, Howard Fuchs, Mark Lambert, Garcelle Embry, Marie McTeague, Ann Rosenthal, and Pat Hiscocks have really stepped up and fought for their members going above and beyond the call of duty and members can be certain that this fight is far from over as they continue to pressure the LACERS board over the retiree health issue.

One Board Member speaking on condition of anonymity said, ” .. the LACAA is determined to do what’s right for it’s members, the Office, and the residents of Los Angeles”

Oscar Winslow was the right man for the job at a crucial point in LA Labor History, members should be grateful to have such a strong leader to run the LACAA.

Informed city attorneys already know that Jule Bishop and Juliann Anderson were strong supporters of essentially giving away members salary and benefits which would have pleased SEIU 721 and the City Administrative Officer to no end.  “Vocal, very vocal” was how they were described but after the vote count on Monday, we had to actually run after the pair as they stormed out of the building.

When asked for comment on the results and what it would mean for members,  the stone faced combative pair would only say “No Comment” that was the best we could get out of them.

Not alone in the silence, as Miguel Santana, the Office of the Mayor Antonio Villariggosa, and the Office of the CAO all refused to comment.  I am certain they are saving the best comments for the EERC Meeting FRIDAY, AUGUST 5,2011 as Item #4 is:

“4. Update on MOU 29 Ratification – City Attorneys”

If they wanted an Update, they could have tuned in Live to see employees taking charge of their future and rejecting the oppressive proposal put forth by the CAO.

In the end Julie butcher and the “Vote Yes” crowd proved to lose all credibility and as one  member put it “Julie butcher got De-fanged”

LA City Attorneys Smash SEIU 721 & Julie Butcher

An apologetic SEIU 721 was hauled into court today by the LACAA and boy has the tone changed now.

After sabotaging her own union Julie Butcher, while those responsible for running the union after her demotion were away with some help from David Sanders of the City section decided to hold a second election for the attorneys who are adamantly opposed to a new deal.

This morning before a judge could even tear them apart they quiveringly handed over every single sham ballot members returned before the scheduled vote count could be held.

After empowering the CAO, an the endless cackle of the two dissenters now attorneys for the city will face a New Package.

This deal which has little to no support from the executive LACAA Board or the Membership at large reportedly includes 13 furlough days and the 4% deduction so it should quickly face the same fate.

While those in charge of negotiations held a strong position, it was eroded by the small minority of the attorneys who don’t understand the process and are good friends with Julie Butcher the hidden agendas are clear and these people should be made to answer for working against the will of the members.

Elected board members are sacrificing greatly to bring a good deal to the members, now that has directly been sabotaged by SEIU 721 & Julie Butcher along with those working with her for personal gains.

End of the Road

If you mess with the bull, you get the horns and 721 got smashed today, they knew they screwed up and now could be liable for more then attorneys fees.

Julie Butcher Willfully and Maliciously ignored the law and the duly elected board of the LACAA. Either she is fired or the attorneys are leaving and 721 won’t be able to stop them.

David sanders should clearly take note, things are changing.
Get with the members, or get to packing. As we begin a new chapter in this era of concessions the race to the bottom has been marked by scandal and ignorance as well as the desire to giveback everything we have worked for our entire careers.

When those who work for us be it paid union staff, or elected members of our peers we must demand in these leaders they at a minimum never consider sacrificing the gains we have made. Progress keeps us moving forward and on July 13th that message will hit our bottom line as the cuts will be felt in our pocket book and the City and it’s residents continue to enjoy the wasteful ways of the council.

Please remember now is the time to begin cleaning house and removing anyone who took the position that this was a good deal, or we had to sacrifice, after all they have no clue LAPD get’s raises, DWP get’s raises we get screwed. From now on if you make to much money write the city a check and giveback your salary but not that of the rest of your co-workers. Become involved in the process and change your union or your position will never change.

 

 

2 Rouge LA City Attorneys Conspire With SEIU 721′s Julie Butcher

In one of the most bizarre events of this budget year Two LA City Attorneys Juliann Anderson who is the Secretary of the Los Angeles City Attorney’s Association and Jule Bishop have attempted to convince members of the LA City Attorneys Association to hold a Second Vote.

Although fairly standard in this cycle of concessions, what makes this story odd is that these two Board members are NOT authorized to take these actions, and goes against everything the elected board has been working for to benefit the members as a whole.

Setting up a webpage they convinced other attorneys that this was a legitimate meeting, bypassing the duly elected board and asking members to sign a petition to revote on the concession contract.

It is a shame that these members are asking for a second vote with NO claims of impropriety, they simply want to have their way. Now SEIU 721 has begun the Voting process and plans on mailing ballots to the LA City Attorneys without an attached contract which will include three choices; 1.  The coalition agreement*   2.  The new agreement from CAO – 26 days furloughs + 4%  3.  Status Quo – Keeping Colas and avoiding pay reductions and huge contributions.

Who could possibly convince these people that this is the proper course of action to take?

Sources close to the investigation reveal a twisted plot involving none other then Julie “Giveback” Butcher from SEIU Local 721 the affiliated union of the LACAA.

This is the work of one very desperate former City Union representative who has been shipped out to meddle in county business and no longer works for the LA City members her personal relations with one of the individuals may have clouded her judgement in this matter.

In an email exchange we have obtained, Legal Counsel for SEIU 721 Bob Hunt clearly states that, ” There are potential legal issues if anyone asserts that some official action must be taken as a result of the meeting. I would advise that SEIU avoid doing

anything based on this meeting absent authorization from the LACAA board.”

Julie Butchers response,” That’s not my understanding & we’re preparing to mail ballots.”

David Sanders, SEIU Regional Director for LA Cities did not return phone calls for comment.

LACAA Board Will Respond

It is unclear at this time just which of the many avenues the LACAA Board will take to remedy this ridiculous situation, but you can count on them not standing by idly while the entire membership and their will is hijacked by an outdated irrelevant union boss and some vigilante attorney clamoring for a bigger office and management favor at the expense of her co-workers.

SEIU 721 To Re-Vote MOU 18 Deny MOU 04 Same Opportunity

SEIU 721 in a blatant attempt at stealing the goodwill and votes of it’s membership has taken steps to begin the re-vote of MOU 18 the Safety and Security section.  Of the roughly 1800+ members in the unit, an overwhelming number have been very unhappy not only with the representation, but the lack of communication and misleading information presented.

Many members of MOU 18 are unwilling to remain at SEIU 721 any longer and are exploring options to leave for other unions more focused on Public Safety according to one Traffic Officer.

Significant numbers in these units will not be subject to furloughs and taking major pay cuts along with giving up cash overtime have been serious issues to these members along with Job Security as in the case of the Traffic Officers.

SEIU 721 had no comment on the matter and would not confirm or deny the schedule for a second vote.

“This is bullsh*t, they don’t care about us, they just want our dues money and to keep making the Mayor Happy, DWP ain’t gettin this crap.721 is making us slaves again working for damn near nothing” Said one Traffic Officer when told about the possible re vote.

MOU 04 which had a huge number of disenfranchised voters will not be re voted as the  end result the Union wanted has been achieved even though this unit was the only one to actually file a complaint to request a second election.

SEIU 721 Is an international Union dedicated to serving the employers needs over the employee as indicated in this matter.
