Public Safety says enough is enough! Overwhelming Rejection of LA Mayors Contract

Los Angeles City Workers Public Safety professionals voted to Reject a deal by LA Mayor Villaraigosa last night.

In the strongest message yet to city leaders the overwhelming majority of public safety professionals rejected the proposed offer and chose to keep the contract they currently have.

Employees are entitled to retain their current contract, the voters elected the Mayor and City Council so they could plan a budget to provide services they pay taxes for.

Not this time!

Your elected leaders have decided the best way to solve this budget crisis is by attacking the Sworn men and women of the LAPD, the Los Angeles Fire Department and members of certain mous coincidentally these members the Mayor intends to furlough do more than just fill potholes, they are the difference between life and death.

LA City Workers have saved Billions for the city, only to be met by these same politicians the very next year with their hand out again telling workers to give more and raising the threat level used to achieve concessions.

Enough is enough, tax break after tax break, fee waiver after fee waiver, waste waste waste. Our residents deserve better then this. Fiscal irresponsibility year after year is no excuse to blame the hard working men and women that continue to provide services under adverse conditions. Residents spoke loudly and clearly that they wanted the services you keep taking away from them to fund your pet projects.

Let’s take a solid look at the 42 furlough days the Mayor and Eric Garcetti are proposing.

The following employees are at risk of furloughs which puts the tax paying citizens at risk.

Airport Security Officers

Airport Security Officers are responsible for LAX, Van Nuys, and Ontario Airports in securing the facility, preventing terrorist attacks, performing bomb inspections, vehicle inspections and maintaining order along with Airport Police.

Los Angeles International Airport has been the subject of numerous potential terrorist attacks, LAX is the fifth busiest airport in the world, with direct flights to North America, Latin America, Europe, Asia, Oceania and the Middle East. LAX is the 2nd busiest airport in the United States In 2007, 61,895,548 passengers traveled through LAX.

In the year 2000, Al-Qaeda attempted to bomb LAX during the millennium holiday. Ahmed Ressam was captured in Port Angeles, Washington, with a cache of explosives in the trunk of his rented car.He subsequently admits he planned to bomb Los Angeles International Airport on December 31, 1999

Securing one of the nations busiest airports and ensuring the safety of millions is a job performed by classifications the Mayor Can Not afford to Furlough without crippling Airport Operations and inviting a terrorist attack.

Thousands of people will avoid flying out of an International airport that has advertised it’s lack of security, Airport Police are to understaffed to pick up the duties of furloughed employees while paying Airport Police Overtime would cost much more than honoring the valid contract these employees currently have.

Will LAWA notify the Airlines that operate out of LAX that security may be compromised due to mandated furloughs by the Mayor, or will they stand up and inform him that as a proprietary department they will manage the Airport the way they need to.

Detention Officers

Detention officers take custody of millions of prisoners a year for the LAPD, they have several facility’s to hold prisoners one of those is the New Metropolitan Detention Center.

Detention officers are Civilian members of the Los Angeles Police Department, taking Sworn Police Officers out of the field off of patrol duties to cover for civilians results in:

  • Lower Police Officer Safety
  • Higher Response Times
  • Higher Crime
  • Reduction in Public Safety
  • Higher cost to the City

Furloughs Simply don’t work out for civilian members of the LAPD as they hurt public safety, crush officer morale, and make the citizens of LA suffer needlessly.

Police Service Representatives [PSR] / 911 Operators

PSR’s are the very first people to handle every single 911 call in a city of 5 million people, they technically are the first person in the public safety chain that dispatches the Los Angeles Police Department.

They handle ALL 911 calls, Non-Emergency calls, Radio Dispatching and requests for service for the entire Police department.

In Los Angeles with a majority population being Hispanic, it is shocking to see the increased time it took to answer 911 calls for Spanish Speakers, due to Furloughs on one particular day last month only 3, yes 3 Spanish speaking PSR’s were on duty.

Police Service reps have a high turnover rate due to the very stressful nature of their duties, we are so very fortunate to have a highly dedicated staff to answer the calls we make when we need Police or Fire Emergency services.

Without Police Service Representatives, Los Angeles would be in a crisis of immeasurable proportion, with a reduced number of Police Service Reps due to Furloughs Taxpayers are placed in a very dire predicament, one small earthquake or one civil disturbance would leave the Communications centers overwhelmed and nobody can do the job of a psr BUT a psr, Sworn officers can not simply step in to replace them.

City Attorneys

What more needs to be said about a group of highly skilled attorneys that take a huge pay-cut serving the public? How about they prosecute criminals every day of the year?

I couldn’t sum it up better then the City Attorney himself, “Moreover, as our prosecutors protect and serve our communities from threats to public health and safety posed by criminals, our litigators serve and protect other City departments so those entities can continue delivering City services, including police and fire protection. Without the City Attorney’s Office providing the public safety, legal and risk management services mandated under the provisions of the City Charter, no City services whatsoever could long be provided and public safety would soon be greatly diminished.”

Traffic Officers

Traffic Officers issue parking citations and make sure the roads remain free and passable, and direct traffic around hazardous situations or assist LAPD and other departments in traffic control. Without them vehicles would block lanes intended to remain clear during rush hour traffic, and the city would lose millions in revenue from the lack of citations issued.

Nobody likes to get a parking ticket, but if it helps reduce congestion and saves other city services, how good of an idea is it to furlough them?

LA City Workers, It’s not about us as employees.

We are members of the community as well and we care about the quality of life in Los Angeles, until we can all demand more from our council we will continue to be left wondering how we mismanaged 7 Billion dollars.

That’s $7,000,000,000.00, I think they need to take a second look.


 

LA City Attorneys Overwhelmingly Reject Further Concessions.

In an  Overwhelming defeat to Mayor Villaraigosa’s Plan to take away even more funds from hard working men and women they read the contract, realized their value and voted their conscience.

In a crushing blow to SEIU 721 City Attorneys rejected the deal by a Margin of 143-288 voting to reject the weak proposal by Miguel Santana.

This should serve as confirmation to all workers, the Deal was bad, these attorneys are sharp and read the deal and decided the work they do is far to important to risk.

The public needs the work they do and we can’t afford to lose the critical services they provide.

M.A.L.D.E.F. or the Mexican American Legal Defense and Education Fund what is it and why should I care?

MALDEF is short for Mexican American Legal Defense and Education Fund it is a non profit organization that is deeply rooted in LA Politics and corruption.

  • To provide Outside Counsel for professional legal services to the Community Redevelopment Agency of the City of Los Angeles (CRA/LA)

634 South Spring St & the Phantom Loans

So in today’s Budget crisis we have certainly changed our ways after all the workforce is taking cut after cut after cut.  Well not exactly. Somewhere along the line the mortgage crisis didn’t quite hit well connected groups like M.A.L.D.E.F. The City of Los Angeles actually gave them a loan you see and it has been refinancing it for years. Finally they decided that the general fund or the city didn’t need cash in payment they traded services in lieu of cash. How much ?

$4.8 million ($2.8 million Residual Receipt Loan and $2 million Interest Only Loan) with the Mexican American Legal Defense and Education Fund.

AUTHORIZE the Community Redevelopment Agency (CRA) to:
a. Convert annual interest payments (3%) on a $2 million rehabilitation loan into service repayments in lieu of cash payments by providing educational and health care outreach services to the downtown community.
b. Convert an existing $2.8 million residual receipts loan into a service repayment grant agreement in an amount not to exceed $280,000 annually in lieu of cash payments for services to be delivered to the downtown community.

OK so you took 26 furlough days so they could get a free ride no big deal it’s corruption at it’s finest in my opinion but wait there’s MORE!

See that loan is for a building at located at 634 South Spring St. in LA the address may sound familiar to some of you because currently yes you guessed it the City of Los Angeles is Leasing space from M.A.L.D.E.F. or more accurately the shell company MALDEF Property Management.  It is shocking to keep telling the workers of this City to take cut after cut when the Mayor and CAO are conspiring to give breaks to those who they are so well connected to.

Let’s take a look at some of the lease agreements your furlough days are paying for.

$410,760.00 2007-2010 Lease

Lease agreement for 3 year lease of 25,760 square feet of office space located at 634 South Spring  $1,243,500.00
intrest only loans paid back not in cash, but in service credits. Oh the irony!

Is Mayor Antonio Villarigossa selling out city employment to low income replacements?

This takes us to the Mayor and his plans for replacing current employees with new hires with entirely different pay and benefit schemes. His Truck Training program, LAUSD academy’s, California Conservation corp, and many other groups are lining up ready to replace those who are left behind.

MOTION
The Bureau of Sanitation employs a significant number of truck operators (about 700) who require either a Class A or Class B professional driver’s license. The Bureau believes that the driver-training program run by the Academy can be used in some form to train Bureau of Sanitation Drivers-In-Training to become certified drivers.

I FURTHER MOVE that the contract agreement include a provision assuring that at least 25% of the Trucking Academy participants be residents of the Seventh Council District and that efforts be made to partner with knowledgeable local workforce development agencies and/or organizations to identify potential participants.

SEIU Mayor and Maldef connections

What is corruption without our unions participating right?

SEIU721 Board members approved a request to contribute to the MALDEF Event. It was for 4 seats at the event. Approved expenditure: $1,000.00

SEIU also Joined the LA City Council in supporting MALDEF in it’s lawsuit against the State of Arizona immigration Law.

Surplus Equipment, $1.00 dollar sounds fair right?

Finally ignoring all common sense the same old councilmen Namely Tony Cardenas and the former Cocaine addict, sex-tape collector disgraced councilman now advisor to Jan perry and Bernard Parks (go figure) Mike Hernandez & Tom Labonge love selling quality equipment to Mexico for $1.00.

Here are just a few highlights and totals to see how much of the General Fund could have been spared.

170 surplus pieces of equipment sold to foriegn governments, and friends of the Mayor and

CAO. Estimated price of $17,850,000.00 Which would have gone into the General Fund.

“The sale of the equipment at below market value price is consistent with the City’s Financial Policies as the Los Angeles Beirut Sister City Committee is an official organization of a Sister City of the City of Los Angeles. This below market sale will increase the General Fund by $2.00.” Loss to general fund -160,000.00 add the two dollars they paid and we have a net loss of $159,998.00

Estimated $575,000.00 worth of Surplus equipment sold for $4.00 ignoring fiscal policy all “In the spirit of potential mutual cooperation initiatives between our two cities”

$305,000.00 Subject Motion – The Cal Bomberos, a non-profit service organization, has requested that City of Los Angeles sell to it a surplus fire engine for City of Ensenada, Estado de Baja California, Mexico. The Cal Bomberos, a service organizations of Los Angeles City Fire Dept, consists of fire fighters & paramedics who for 22 years have been assisting local & international organizations provide better fire service to their residents. THEREFORE MOVE that Ccl authorize the sale of a surplus City fire truck (Shop 60246), to Cal Bomberos for City of Ensenada Fire Dept, at below market value (i.e. $1.00 – one dollar); & that Ccl find that this transfer of surplus equipment is for a humanitarian purpose, is of benefit to the City, & that City is receiving adequate compensation for such equipment.

LA City Workers Welcome More Furloughs & less service!

Yes that is correct!

I am welcoming additional furlough days!

I am done with the scare tactics and LA City Council bullshit along with Julie butcher givebacks and SEIU 721 lies.

I no longer care if they propose 72 furlough days because it means a cut in pay I will make up elsewhere.

What I can’t afford and will no longer stand by are givebacks that we are fooled into believing are good.

Higher Pension higher Medical higher everything so that the Hollywood Farmers market can get a free pass, so Hollywood & Highland and Pershing Square can giveaway parking.

More Furloughs? Bring it! I DARE YOU WEASELS!

I don’t get called about the streets littered with Potholes, the streets that go without sweeping, the rapist, child molesters and murderers that will walk the streets as a result, the people that Will die as a result of closed fire stations.

I won’t have to worry about re-election and answering the questions on why I voted to giveaway free parking and cut services.

That is you MR. councilman.

I will simply sit back , laugh and watch as this city crumbles.

I won’t do a thing above my classification, and I will work with my co-workers to end working above classification by ANY, means necessary.

You want a war? You want to steal money out of our pocket?

Well you better be ready because the voters WILL know it was your choice to cut the services they pay for.

So Again I welcome the Furloughs, simply put you will NOT be re-elected if you go through with it and SEIU 721 will no longer be our union ready and willing to get on their knees to pleasure you if they continue these shameful acts.
